Tonight's Intel update covers information pertaining to the use of ball bearings in a
variety of IEDs.

Ball bearings are a form of improvised shrapnel incorporated in a variety of IEDs. They
are widely available due to the myriad of commercial uses and are effectively dispersed
in explosions due to their shape and mass. Although ball bearings have been used
extensively throughout Iraq, recent reporting highlights attacks in MND-North, MNDBaghdad and MND-Centre, with the largest number being in MND-Baghdad.
From Nov 07 to early Jan 08, there were ten known specific incidences of IED attacks
using ball bearings embedded in IEDs. For example, on 7 Jan 08, MND-Baghdad
reported on a complex suicide attack on IA COL Riyad, an Adhamiyah CLC leader,
killing the target and 11 LNs including wounding 24 LNs. The first attack was with an
SVEST containing ball bearings, which exploded at the headquarters of the Sunni
Endowment Office. EOD assessed the SVEST to consist of 30Ibs of UBE and multiple
5mm ball bearings.

Ball bearings are used in a variety of IEDs, such as, radio controlled IEDs consisting of
an improvised anti-vehicle or anti-personnel-directional claymore with marble size ball
bearings, which is usually a weapon of choice by Shi'a extremist groups; others include
buried cylinders containing low-yield ball bearing IEDs and directional IED with steel ball
bearings containing explosives initiated by a cell phone, as well as SVESTs. This
highlights that insurgent groups are becoming quite skilled in further improvising existing
IEDs.
While ball bearing IEDs are of limited effectiveness against vehicles, armoured or
otherwise, it is assessed that they will likely continue to be employed with the aim of
striking exposed personnel, such as gunners in CF vehicles.

In summary, while MND-North is the area of greater insurgent activity in recent weeks,
attacks including ball bearings are more prevalent in MND-Baghdad. The likely factor for
this is the wider availability of ball bearings in urban and industrialized areas. While AQI
in particular utilizes ball bearings in SVEST attacks, the use of ball bearings is likely not
confined to one sect, as they are widely available to both Sunni and Shi'a extremists
groups and attacks are geographically dispersed in both Sunni and Shi'a neighborhoods
of Baghdad.

(Operation MARNE THUNDERBOLT}
Last 24 hours, TF MARNE began PHASE II (Decisive Operations) with 5-7 CAV,
the Main Effort, attacking east towards OBJ MAGIC. In support of an attack into OBJ
LAKERS from the north to continue the isolation of AQI in OBJ MAGIC, 2/3 BCT
conducted kinetic strikes against 2 targets with 7 x GBU-38s delivered by two F-16s.
East of OBJ MAGIC, newly established CLC checkpoints and ongoing area security
operations continue to interdict AQI movement and resupply between Salman Pak and
Arab Jabour. Additionally, 2/3 BCT found and cleared 9 x IEDs, and found and cleared
4 x caches.
PB MEADE construction continues with no significant issues. Currently,
Horizontal construction is 55% complete and Vertical construction is 36% complete.

Operation ZELIG SUNRISE, an attack to clear objectives east of Salman Pak. This was

checkpoints and disrupted AQI operational networks in Salman Pak. The operation
resulted in 13 x AQI KIA, 2 x AQI Vehicles destroyed, 1 x Dshka destroyed, and 4 x IEDs

(MADARIYAH CLINIC}
Today, 2/3 BCT conducted an assessment of one of MARNE FORTITUDE 2's
designated key infrastructure improvements, the Madariyah health clinic. The clinic is
operating as expected, providing healthcare two times a week from 0800 - 1200, and is
well attended. This demonstrates the continuing improvement in Iraqi self-reliance in
Arab Jabour as the improved security situation allows progress along other Lines of
Operation.

ISR AND PLANNING STATUS
Our ISR collection priority remains target development for Operation MARNE
THUNDERBOLT in support of PHANTOM PHOENIX.

ASSESSMENT
Sunni extremist activity, particularly AQI cells in Arab Jabour, is expected to
remain below typical levels over the next day, especially with unfavorable weather
conditions today. There are no indications in recent intelligence reporting of an
impending increase in Shia Extremist activity, although there are a few general signs
that some Shia Extremist groups are becoming increasingly restless to resume or stepup their activities as the first MAS cease-operations period is
completed.

This afternoon, IA personnel along route Brewers were attacked by a drive by shooting
event.
- IA reported this attack to CF thorough MiTT Teams.
- There were 3 X IA KIA, 1 X IA WIA (SIGACT / CCIR criteria met).
- Initial reporting was only able to provide a description of the vehicre (grey BMW sedan).
- Patriots will continue to coordinate and assist in the ongoing investigation.
- Initially, we assess that Special Groups are responsible for this attack. IA that work in
conjunction with CF have been a target of SGs in this OE.
There are only slight changes to our near term assessment.
- We expect attack levels to drop below our 30 day average during the next few days of
inclement weather.
- Additionally, recent reporting indicates that JAM is putting pressure on non-compliant
and Special Groups JAM in Rusafa to adhere to the MAS freeze. This is a direct result
of last weeks IDF from 9 Nissan onto the IZ.
- If the leadership of JAM in Sadr City is effective, we can expect attacks against CF and
IA to decrease across the Rusafa and New Baghdad Security Districts, areas that
include both historic POOs against Loyalty and an EFP engagement area.

Also of note, this morning at 0513, the Camp Slayer PTDS broke free of its tether and
began moving north. Attempts to remotely bring the PTDS down failed. We estimate
the PTDS's path of travel to be NNW of VBC into MND-N's OE. MND-B is coordinating
with MND-N for assistance in locating the PTDS once the weather clears.

In the last 24 Hours, MND-B conducted 4x named operations. Of note:
4/10MTN conducted OPN BOAR CARDINALS in New Baghdad, which resulted in 5x
Detainees, one of which was a BN HVI. This group was suspected of Special Group
activities in the New Baghdad area.
OPN DRAGON ALLIANCE continued in West Rashid resulted in 1x Cache (3x RPG rds;

On 15 Jan 08, 2/9 IA, along with elements of 2/25ID, inducted 300 more students from
the Seyab and Al Hayl Schools as Honorary Junior Heroes. The program is designed to
provide Iraqi youth an opportunity to meet Iraqi Army soldiers serving in their area.

The ISF has been to over 30 schools in the Northern Baghdad area promoting values to
students. The ISF leaders expressed the importance of getting an education, trusting
the Iraqi Security Forces to protect the country, and that the students are Iraq's future.
The school principal stated that he was extremely pleased with the day's events and the
kids were very excited to see the Iraqi soldiers.

Ninewa 3ACR

Operations ISO Iron Harvest continues today with 14 company combined level or higher
operations across our AOR. Tonight I would like to update you on activities in Ninewa and
Diyala then focus on CLC growth across the AO.

In Ninewa, 3/3, 2IA, and IPs continue to improve COP Barracuda or COP Raybi (Name given by
the Iraqis) in western Mosul. Since the occupation of this COP 2 days ago there has been no
IEDs on MSR Tampa.
In eastern Mosul, on their th Day in the AO, 1-8 IN (Eagle 6) has determined that there are areas
that the IP and IA do not patrol on a regular basis. As a result, he initiated further reconnaissance
to determine where to place two additional COPs in the vie. of Domer/ Somer Palestine and Al
Khadira areas SE of the city. Yesterday the reconnaissance mission and the associated route
clearance mission accounted for½ the SIGACTs in Eagle's AO further validating their need for
additional COPs in eastern Mosul. Eagle 6 plans to have these COPs complete by the middle of
February.
The NOC commander received Rifles Harvest II brief from the Regiment and is discussing plans
for the way ahead in Ninewa Province. He continues to be extremely energetic wanting to get the
IA and IP focused in the right directions. Rifle's next step is to introduce him to the other security
forces throughout the AO, such as the OPF and FPS forces so that he can begin to integrate
them into his overall security plan.

MG Salah and the IP in the Province continue to do well. MG Salah continues to make changes.
The major difficulty they are facing right now is a shortage of fuel. On or about the 20th of each
month, they run out of fuel based upon the allocation they receive from MOI. We are currently
working with the DIV ISF cell to help the problem. I will also cover Ninewa Fuel logistical issues
under Non-Lethal.

Diyala 4/2 SBCT
In Diyala, BB operations continue in the hold phase with units focusing on reconstruction efforts.
Reconstruction efforts continue, but at a reduced pace. Minimal activities occurred throughout
the Bread Basket battle space.

2/3ACR conducted a HA drop and CME in the vicinity of Sherwin. The HA drop consisted of
Rice, Flour, and cooking oil. Their projects include 2 school renovation projects in Mansuriyah al
Jabal and canal clean up along RTE Purple.

2-23IN conducted a small scale HA drop consisting of rice, school supplies and children’s jackets
in the town of Nar al Imam. They have completed 94% of the Muqdadiyah Sanitation Contract
and have started 2 parks and recreation projects in Muqdadiyah.

3/2 SCR has been allocated the remainder of the Kerosene supply in the BB. They are planning
on conducting a HA and Kerosene drop in both Big and Little Barwana respectively. Coordination
is being made with 3/2SCR to get the Mayor of Muqdadiyah to visit the Bread Basket tentatively

scheduled for the 27 . Three locations are being discussed: Barwana, Hembis and Sinsil.

Engineers continue to focus on route clearance and construction in the BB. The Hembis COP is
estimated to be 70% complete with the Sherwin COP at 80% complete.

Blackhawk Harvest operations south of Baqubah along Vanessa with 2-1 CAV continue- currently
NSTR.

Of note, yesterday afternoon a suicide bomber detonated near a high school in eastern Baqubah
resulting in 27 WIA. (Breakdown of WIA shown on slide). The accomplice, a 15 yr old boy was
told by CLCs to get lost as he was milling around with a heater near a CLC CP. The boy
eventually headed south towards the eventual detonation area just outside the high school. The
boy was a “dummy accomplice” in the attack- meaning he was paid to carry the portable heater to
a designated location. Unknown if he knew about the explosives in the heater or not.
Reconciliation
In reconciliation- CLCs remain an integral and essential part of CF/ISF operations in MND-N.
There are currently 15,360 active Concerned Local Citizens (CLCs) in MND-North.

(U) CLCs operate solely in a defensive posture, and protect critical infrastructure
in their local areas.
(U) CLCs coordinate all actions through local ISF, and carry only those personal
weapons for which they have a valid GoI permit.
(U) Since 01 October, CLC tips and finds have resulted in the recovery and
destruction of 55 weapons caches throughout the area.
(U) When the 2008 GoI budget passes, approximately $150 million will be
allocated for CLC transition to non-security employment.

(U) On 14 January, 4-2 ID held a tribal reconciliation meeting, which was
attended by over 300 people and three Iraqi media organizations. Key topics
discussed were the improved security situation, and the need to return displaced
families to their homes and compensate families whose homes were destroyed
by the terrorists.

Updates across the provinces:
Ninewa: CLC groups in the northern Za’ab region continue to contribute to increased security
despite being targeted by AQI and extremists, both through attacks and enemy IO. On 13
January, Rifles 6 met with tribal leaders north of Mosul to discuss security and infrastructure
improvements and leveraging influence with sub-tribe leaders to promote GOI/IA, not terrorism.

Kirkuk: On 2 JAN, W6 met with Shiek Burhama and Gov Rokan. As a result, a CLC group in
Riyadh [Kirkuk Province] is in the process of standing up and will be in place by the end of
January. This group, comprised of Obeidi tribe members, will further extend the area of CLC
operations and continue to push AQI and extremist influence out. [The majority of the current
groups of Za’ab area CLCs are Jabouri.]

Salah ad Din: Bastogne conducted OPN Hood Harvest on 04 JAN to activate a CLC group in
Bichigan in southern SaD. The mission only netted 15 out of the expected 50 CLC candidates.
Bastogne will reengage Bichigan with follow on ops. Additionally, a number of CLC groups in
Samarra are in the process of standing up as a result of ongoing efforts by Bastogne. Finally, the
BCT and PRT are working towards the development of the first Joint Technincal Education and
Reintegration Programs (JTERP) in MND-North with the next planning meeting with GoI officials
scheduled to occur on 6 February [at the Tikrit Government Center].

The traveling judges are pleased with the progress being made and the arrangements made for
them by Rilfles. They have selected 35 cases. Rifles are in the process of putting together the
shells for the IO products and we’ll ensure that the successes of the traveling judges are
highlighted to the people over the next few weeks.
Also in Rifles AO, I9 and R6 have been working with the provincial governor and Baghdad in
order to have emergency shipments of Kerosene sent to the Province from Basrah. To date, the
PGOV has submitted the letter to Baghdad requesting the aid. The Ministry Assistance Team
has the letter and is working with the government at this point. Assuming R6 can actually get
them to ship this fuel, it will be moved to Bayji. From there, Ninewa would be responsible for
moving kerosene from Bayji to the Wadi Hadjr Fuel depot in Mosul.
Secondly, the PGOV has also signed a letter and requested Zibari buy fuel from Syria. This is an
agreement that had been worked out in the past, but when the contract was finally let, the number
of trucks that showed up was not the number agreed upon and the contract was finally terminated
for default. As they went through developing a course of action to bring additional fuel from Bayji
to Mosul, they realized that the status of the heavy rail line running from Bayji to the Province was
in question. There is a belief that the rail is non-operable because it has been paved over. Rifles
will initiate reconnaissance operations utilizing ISR assets over the next week in order to
determine the actual status of the line and, if there are issues, take a look at ways they can get
this line working again.

The overall situation in the MND-CS AOR remains STABLE. There were no attacks
against CF or ISF in the past 24 hours.

I continues to indicate that militants continue to trickle back into Ad
Diwaniyah in anticipation of the end of OP LION POUNCE. Corroborating this has been
the increase of IEDs found and cleared. While there have been no attacks, several IEDs
have been found and cleared, primarily by ISF elements and processed by US Navy
EOD. While it is good news that there appears to be a greater degree of cooperation
and information provided both by LNs and ISF, the increase in number of IEDs
emplaced represents an upward trend in militant activity in and around Ad Diwaniyah.

During the last 24hrs division continues mission of maintaining level of security in Ad
Diwaniyah and within the province. 24hrs patrols allowed us to monitor situation in the
city. Patrols confirmed a high activity of ISFs. Mounting and dismounting patrols all
visible in the most crucial part of the city. The inhabitances stressed significant progress
of security and people do not afraid walk even at night.

Today MG BUK took part in the ribbon cutting ceremony on one of the 2 long term
projects renovation of primary schools in previous Op OIL DROP AO. This ceremony in
AL-WAFAA school was a symbol of accomplishment of 9th MND CS rotation non-kinetic
activities. The CG stressed the efforts made by CFs to improve the living conditions of
the cititzens of Ad Diawaniyah. During an interview conducted by local media MG BUK
thanks Ad Diwaniyah society for their support and said that the achieved level of security
was possible due to the support of ISFs and the local people. He also stressed that CFs
would like to spend additional funds to improve the economic and living conditions rather
than for fighting against the insurgents. The Chief of Education Department expressed
great gratitude and said that local people appreciate CFs efforts in improving public
services. Additionally MND-CS issued 160 computers for 8 schools which are under reconstruction in the OIL DROP and LION POUNCE AO

Operation Brighten Day continues as a focus area within Diwo. With limited CERP
funds, humanitarian support continues along with the development of projects enhancing
the basic services of the Iraqis who live in the Rifat District. The CIMIC continues to
conduct reconnaissance activities noting 7 different schools and the reconstruction of
water and sewer infrastructure as possible opportunities to enhance the living
conditions. These projects are deemed as urgent humanitarian relief and will provide
employment opportunities. Soon to begin as a small scale district cleanup project,
providing short term employment for approximately 400 Iraqis. The CIMIC also
distributed 112 micro grant applications to small businesses IOT to stimulate economic
activity directing targeting small business development and job growth. We continue to
engage the local government IOT obtain their plan of future projects funded by their their
provincial budget
The MND-CS CIMIC team coordinated the treatment of a 10 year old Iraqi boy,! b 6 I

jwho suffers from partial paralysis of his body. From 15 - 20 January,
the humanitarian aid coordinator was in Poland with the boy. They went to Poland in
order to conduct preliminary examinations at the Poznan Clinic. Polish physicians and
specialists have conducted all necessary tests to prepare the young patient for

upcoming spinal surgery. Their temporary residence in Poland was financed by the
Wielkopolska Voivodship Office. The doctors recommended that the boy undergo 6
months of rehabilitation prior to the operation in order to strengthen his shoulders.

The IA conducted 21 C&amp;S along the IGFC's AO which resulted in 30 Detainees.
Most important events;
Today ISF in the holy Karbala arrested Deputy Associate Sadi Nairn Hamid Alktrani he
works under Ahmad Hassan lbn Al Yamani who is the Commander and is responsible
for the events in Nasriyah. The situation is now under control and the ISF arrested the
suspects involved in the clash.
Yesterday afternoon a WaterHeater IED containing approximately 1.4a lof TNT high
explosive, exploded near Jeweler Middle School and the Awakening Office to the north
of Baquba. A source made a statement that the unknown people hired a person that
owned a wooden cart to transport the waterheater , It was wheeled between the school
and approximately 70 m away from the awakening office during the transport the heater
exploded resulting in 3 killed and injuring 24, including 12 students and 3 teachers which
one was is a Female ,the damage to the school is shown on the slide .

The maintenance team finished repairing the 46 inch oil pipeline within the 3rd IA AO in the
northern region. The line had been damaged on the 4th of Jan 2008. by unknown suspects
no groups have made claim to the incident.

OVER THE NEXT 24 HOURS, THERE ARE 79 CLPS SCHEDULED CONSISTING OF
2,955 TRUCKS.
DURING THE PAST REPORTING PERIOD, WE EXPERIENCED A TOTAL OF SEVEN
EVENTS; FIVE OF THESE EVENTS WERE ATTACKS ON OUR CLPS; THERE WAS
